Appeal of the Centre for Cultural Relations of Georgia “Caucasian House” to the International Organizations

Last time the officials from Russian side often make announcements where they express their will of solving Pankisi Region problem by force.
We just want to remind you that since 1999 Russia started the second war against Chechnya. The result was that thousands of refugees found shelter in Georgia. Since that time Russia blames the Georgian side in concealing the Chechenyan terrorists.
For the first time Russian government ask the Georgian side to let him control the boarders from Georgian side which evidently means drawing Georgia into the war. After denial Russia carried out “punishing Operation” against Georgia, - established a visa regime which was not spread over the territories of self-announced republics – Abkhazia and South Ossetia – which were loyal toward Russia. It was the strait economic diversion against our country.
The last announcements of Russian government make a ground to think that Russia’s notions against terrorism give rise to a new aggression against Georgia, which will be followed by annexation and occupation.
We appeal to all International Organizations to carry out monitoring on the above mentioned problem and control the current situation in Pankisi Region.
We hope that involving the International Organizations into solving this problem will save Georgia from further bloodshed war and will support the peacemaking process in whole Caucasus.
We have the honour to inform you that on 13-14 February 2003 Tallinn will host the Third Baltic Sea Women's Conference on WoMen and Democracy with the Ministry of Social Affairs of Estonia as the main organiser.
