Over 23 million citizens of Russia haven't rights for worthy life

The population, having average monetary incomes is lower than a living wage established as a whole across Russia, for last quarter 2003 was reduced about 31,2 million person up to 23,1 million. To the beginning of 2004 16,2 % of Russians had incomes below a living wage established in Russia, informs Goskomstat.
