    Once More on Equal Rights...

On November 19, 1997 the State Duma of the Russian Federation enacted the Legislative Concept of Equal Rights and Opportunities for Men and Women. It took less than two years to draft and pass the Concept, which is unprecedented when com-pared to lengthy preparation of "Rights to Reproduction" and "Family Violence Prevention" Acts.
Now the Concept is forwarded to the RF President, Federal Government, regional legislatures, Federation Council, State Duma committees, commissions and factions, Constitutional Court, and the Supreme Court of the RF.
The Concept structure has not changed much since May, 1997, though national-level regulations to guarantee equal rights has been sufficiently improved.
Another useful change is that taxation policies to promote equal opportunities for men and women have been added. Unfortunately, the allotment provision (on equal shares in elections and state appointments) has been reduced to an inarticulate declaration.
So, what the Legislative Concept of Equal Rights and Opportunities for Men and Women is about? On fifty pages, the Concept lays grounds for legislative initiatives and amendments to secure 55 principles of sexual non-discrimination, including: equal entitlement to decision-making at all levels of legislature, government and court; so-cial and labor rights, including business regulations; reproductive and family health regulations; internationally enforceable safeguards of equal rights and opportunities for both sexes.
